The inflation rate for 2008 is expected to remain below four percent, while the urban per capita income is forecast to rise nine percent, in line with GDP growth, said Guangdong Governor Huang Huahua in his Government Work Report speech delivered on January 17, 2008 at the opening session of 11th Guangdong Provincial People's Congress.
Governor Huang added that the province is expecting "more rational development" with further reform and innovation where reducing inflation and improving quality of life will be key objectives for economic planners. Guangdong鈥檚 GDP rose to more than 3 trillion RMB in 2007, up 14.5 percent year on year, surpassing Taiwan. The GDP target for 2008 is an increase of about 9 percent, said Huang.
Fixed asset investments and foreign trade increased 15 and 10 percent respectively, and rural residents are expected to earn a 7 percent income increase this year. In 2008, the per unit GDP energy consumption is expected to drop 3.5 percent and SO2 and chemical oxygen demand should decrease by 4 percent and 3.5 percent respectively, said Governor Huang.
The urban registered unemployment rate and the natural population growth are expected to remain at 3.8 percent and 0.7 percent respectively, Governor Huang said in his speech. Governor Huang added that Guangdong鈥檚 objectives with the next five years include furthering scientific development, boosting economic and social development and modernizing the PRD region.
The province is expected to accelerate its economic development pattern and improve the socialist market economy system to meet its goal, said Huang who pointed that special effort should be put into innovation, developing a modern industry system, reforming and opening-up, energy-saving and environmental protection, coordinating development in urban and rural areas and improving people鈥檚 livelihood.
Ten targets for development in 2008 were identified in the Governor's report:
1.Enhancing independent innovation capacity by promoting innovation projects, improving brand-name promotion and independent intellectual property rights protection, implementing policies and develop facilities to support innovation.
2.Building a modern industrial system by developing a modern service industry, promoting new hi-tech industries, reforming traditional industries, advancing manufacturing, strengthening infrastructure construction, fostering industry clusters and large-scale corporations groups.
3.Building a new socialist countryside by increasing rural investment, improving rural service systems, strengthening rural infrastructure construction and deepening rural.
4.Saving energy and protecting the environment by reducing energy consumption and pollution emissions and protecting the environment and ecological balance.
5.Increasing domestic demand by encouraging investment and stabilizing market prices.
6.Promoting foreign trade and accelerating development patterns.
7.Enhancing regional cooperation and development by promoting development in the province鈥檚 mountainous region and east and west wings, accelerating the construction of city clusters and furthering cooperation with Hong Kong, Macao and other PPRD members.
8.Further reforming small and medium sized enterprises by improving the private economic climate and revenue systems as well as financial and capital markets.
9.Improving social programs such as education, culture and medicare systems.
10.Building a harmonious Guangdong by increasing employment, improving the social insurance system, enhancing the social justice system and improving public security.
